Can someone explain how the Jags "save" $9mm or whatever Garrard was due? With the new salary cap structure, don't all teams have to spend a certain amount of money anyway? I am most likely flawed in my assumption, but if anyone has a comment, would appreciate it. Thanks.

I forget the exact year, but each team has a few seasons to get to the minimum threshold. The league as a whole has a minimum this year though.
