okay, I clearly don't understand the "points over baseline" concept. I would have assumed that that was points more than the worst guy at that position who's going to be drafted, but I'm in a league with 10 teams that uses 2 QB, 4 WR, 3 RB, 1 TE, 1 K, 1 DEF, and with our scoring (which is fairly close to normal) it has Gates as the best TE, which is unsurprising, but it has him at 7 points over baseline. No other tight ends have positive points over baseline; the next best is -17. What's going on here?

Your "Waiver Adjustment" in the "Scoring" tab is set to 2. If you set it to 1 it will work like the other positions and have 10 guys over the baseline.
Look at the "Instructions" tab. "What is the "TE/K/IDP Waiver Adjustment" option?" is explained.

The problem is that straight VBD or FPOB doesn't take into account where a player is normally drafted. Even a TE who is first round material by strict FPOB isn't going to be taken in the first two rounds, so there's no value in taking him there.
