Do you think Manningham is worth a high waiver priority? I have #3 in a 14 team half ppr league that bonus' big plays.
Steve Smith and Laurent Robinson are also available.

Depends on your situation, really. I think Smith is the safer choice; he seems to have the possession spot sewn up. Manningham could be a flash in the pan, or might rotate with Hixon and Hicks when they heal up, or he might be the next Plaxico. Robinson's a good pick too, but his situation limits his upside a bit.
If WR is your weak spot, then yeah, he should be worth it. If he continues to be the outlet/possession receiver, he should be pretty steady if nothing else.
In a PPR league, I'd rather have Smith. Even .5 for reception. He is less likely to have big plays that Manningham or Robinson, but those are hard to predict and Smith will give you at least 6 receptions per game.

Meh. I drafted Avery as a sleeper and he hasn't shown a whole lot. Either defenses are sort of keying on him or Robinson is the more talented WR.

Definitely grab Manningham. He's the most dangerous WR the Giants have, and Eli is having good chemistry with him.
