I see zero chance that GB would consider signing Finnegan to play a Charles Woodson-like role, or any other role.
GB does very little in free agency, and traditionally keeps a younger than average roster. Signing a 30 year old FA would be unprecedented for Ted Thompson.
Additionally, despite a poor defense last year, most of the problems were due to injuries, and CB looks to be one of the deepest positions on the team:
It might have been nice to see GB after Jarius Byrd, but the price was probably always going to be too high for TT, and resigning Shields to a new contract definitely closed the door on signing another high priced DB.
EDIT: this is supposed to be a list, not sure why formatting doesn't work.
One thing to consider is that with over 30 million dollars in cap space, the Packers will have to spend a significant amount of money to hit the 85% minimum required by the CBA. So we might see some out of character moves.
GB typically uses available cap space to extend players already on the team.
In particular, both Jordy Nelson and Randall Cobb are on the last year of the current deals, and are expected to sing fairly big new deals this year.
I'd guess that with FA truly starting tomorrow, they will see what happens with their less critical free agents, and work on extensions could happen either fairly soon after, or possibly sometime after the draft.
Nevertheless, GB could certainly make a big FA signing if the right player is available.
