Is "success" on first down really 45% of the yardage required for a first down? Do you now measure half-yards? Or is this to accommodate 1st-and-20s?

Is it linked to the fact that most teams keep their backs in pass protection when playing the Giants, and not to the fact that the Giants are good defending the pass against RBs ?
