Texans Sign TE Dalton Schultz

NFL Offseason - The Houston Texans are signing tight end Dalton Schultz to a one-year deal worth "up to" $9 million. That sounds like a one-year prove it deal with a lot of incentives. Bringing in a veteran tight end is probably a good security blanket for a young developing quarterback, although Schultz's numbers really fell off last year.
In 2021, Schultz caught 78 balls for 808 yards and 8 touchdowns, and ranked fourth among tight ends with 190 DYAR. He was franchise-tagged by the Cowboys for 2022. But last year, he fell to 57 catches for 577 yards and 5 touchdowns, and his -16 DYAR ranked 36th among qualifying tight ends.
The Texans also signed former Buffalo running Devin Singletary to be a 1-2 punch with Dameon Pierce. Singletary's contract is worth "up to" $3.75 million. Again, incentives.

Seems fine to give these kinds of guys 1 year deals so the rookies (especially the QB they draft at #2) have a functional environment to develop in but the team doesn't give up much flexibility for future years, when they aspire to be a contender built around the draft capital from the Watson trade + sucking.

Yeah that's what the Bills did with Allen by bringing in John Brown, Cole Beasley, Emmanuel Sanders, etc. Make sure you have enough competency that projects like Allen and Knox can develop, and then add a star if one presents itself to complete the picture.
